The federal budget of 1989 was widely unpopular. It raised personal taxes and clawed back on pension payments. It announced the impending implementation of the Goods and Services Tax. It cut subsidies to Via Rail. This austerity of the budget was in part the result of the International Monetary Fund publicly warning Canada that its national debt was out of control. Every provincial government was against it as well as the unions.
